I think you need to be online in order for DLC to be playable.

Well, I know that's what was the case with my GH5 DLC. I hadn't been able to go online for about a month, and it always said my content was damaged, and then when I got back online about a week ago, I could play everything again.

Well if you downloaded it originally not on that xbox or hard drive, if you redownload it on a new xbox with out transferring over (I don't even know if this counts) then you have to be on xbox live for the game to let you play those songs. Or else you could copy DLC to all your friends and then they could just play the songs for free while not online.

if your gamertag isn't registered to your xbox then it won't work unless you are online. on my old xbox i could play my dlc online/offline. it broke, i got a new xbox, put the hard drive in, and i could only play my dlc when connected to xbl. had to call microsoft, give them my info, and they fixed it.

i also had damaged dlc on rb. i just had to delete it and re download and it worked.

There is a license transfer tool on the X-box website now that you can use to transfer licenses to a new 360. Caution: It can only be used once a year.

Ahhhh. This is probably why my freebie rocktober pack keeps saying its damaged, but my xbox is always online whilst turned on anyway so i dunno why it does it all the time.

My HD has been in about 3 or 4 different xboxes lately so i probably just need to register it to my current one....

Still, its kinda irritating because it just kicks you back to the menu whenever the error message comes up.

I was going to post about this but i thought it was probs just me being a tard.

Might be worth mentioning I seem to have a permanent problem with a specific pack on GH5 & WOR. It's the one with 'Silence is Deafening' from GHWT (activision track pack? - can anyone remember?)
All my other DLC works fine on or offline and I have deleted /re-downloaded it before, but it always seems to be damaged.
If the OP has this, it might be the cause...
