You can't do both. If an expert player like say, es942, decided to register for hard when we all that he is clearly an expert player, then it would be unfair to those who are truly hard players who haven't made it to expert. Plus, it wouldn't be recommended to play down or "sand bag" because the prizes are less prestigious as you get to lower divisions.
