GH3 Custom Battles - no powerups on P2?

Spent a while today getting custom boss battles to work in GH3(PC) and I noticed that no matter what I do, the bot doesn't get any powerups. I get all of my powerup phrases just fine but Player 2 has none. Any suggestions?
