sorry for that but i dont play vocals, just trying to path some songs for my band

It is only 1/4 of the bar in single player. You need two green phrases in order to activate (In single player, a half bar allows activation). Of course less of the star power meter will be filled in multiplayer, but it is still two green phrases needed to activate. Vocals get a LOT of star power
