This is not a bug because the main setlist tiers are different on GH2 for PS2 than they are on GH2 for 360. So in the global section (by selecting "All" platforms), you'll see the only tiers that have defined global ranks are "Main Setlist" (combining all songs in differing tiers together), and "Bonus Tracks" which happens to be the same on both PS2 and 360 (and therefore does not display "N/A" like the other tiers in the page you linked).
"N/A" is intentional for tiers that are not applicable to the type of platform(s) selected. As another example, looking at the "All" platforms view for GH2 (see: http://www.scorehero.com/scores.php?user=154587&group=2&game=0&diff=4), you'll the the big "Main Setlist" tier will list "N/A" for the platform ranks as well.

It says that there are 69 100%s and FCs, yet there are only 68

For the Monkey Wrench rankings on 'all', Smoky has a 454221 run on Monkey Wrench , but IAMCHRIS4LIFE and LO7 are ranked before him. I think it's a pretty super-upperbound run to me. poor SmokeyProgg

That's not a mistake, the upperbound on PS2 for that song is less than the upperbound on the 360. So if you look at the "Adjusted Score" column, you'll see the scores that are being ranked against one another.
For most songs, the adjusted scores are equal to the actual scores because the upperbounds are the same across platforms, but in cases like Monkey Wrench and a few others, it's not the case.
