Is this considered being on a PS3?

I bought a PS3 recently with backwards compatibility. If I put a PS2 GH/RB game into my PS3...Would I put that game as being on PS3 when I input scores on Scorehero?

Nope, because you're still playing in a game engine designed for PS2

AFIK that doesn't work anyway. The game loads but the PS3 doesn't handle the PS2 guitar controllers. Before my fat ps3 died I had tried it with unsuccessful results.

It's hit or miss. If the game can read the USB ports and he has a hardware compatible PS3, then it will work (but why would you want it too? There are perfectly good PS3 versions of these games). If you need game ports or you have a software compatible system, you're screwed as the USB ports turn off when in compatibility mode (annoying if you want to charge a controller).
