about to pull my hair out, please help

I'm trying to download LiVES, an open source video editing program. I click the download and save to disk, and it saves as a .tar.gz file. I tried using archive manager to extract it and it comes out as a folder with, as far as i can tell, no way to run LiVES. So I looked up how to extract, or unzip, or whatever its called, and it says to run this comand line:
"tar -xzf filename.tar.gz"
so I type
tar -xzf LiVES.0.9.8.6.tar.gz
in "terminal"
then it says:
tar: LiVES-0.9.8.6.tar.gz: cannot open: no such file or directory
tar: Error is not recoverable: exiting now
tar: Child returned status 2
tar: Error exit delayed from previous errors

so I look up a different way and type
tar xvfz LiVES-0.9.8.6.tar.gz
and it returns the same error message
What do I have to do?

I feel so dumb lol
I tried the peazip thing and it did the same thing, it just made a folder with a bunch of stuff in it but still as far as I can tell no way to run LiVES
