Hmm I swear that there's at least 10 Highways that were purchasable that are missing from the list. As far as I know, the Premium Show Highways and Player Cards haven't been any of the purchasable one ...

It's calculated based on your # of wins, from what I can tell. The reason your rank will decrease by 1 (or more) is because those people have more wins than you.
