A bit late, but might as well post some updates.
Custom charts are confirmed working in both DJH1 and DJH2, on modded/jailbroken Wii, PS3, and 360, as well as Dolphin.

DJ Hero 1 doesn't use an .IMG, but DJ Hero 2 does.
It turns out if you extract the contents of the .IMG (using ArchiveExplorer) into the .IMG's parent folder and then delete the .IMG, the game still works and file replacement becomes easy. The same might work in GHL.

Things are still WIP, so there's no proper tutorial right now.
