You know that number you get anvil that will set your times?

Use this formula 16x(Time in Seconds)x(Tempo).

That will give you the number you need to input.

You mean the [end] event? What about when there is tempo changes?

Tempo changes is a little more difficult. I honestly think Harmonix's TRIGGERS channel acts as a PERFECT tempo keeper =D You'll notice on EVERY one it's acting as the "drummer" of the midi and keeping a perfect beat. All they had to do, (i think) was make sure that the beat was hitting at every time as the first beat in the triggers and arranging the tempo as such *with the song* to do this.

i always go to the last note of the song under the guitar part track and view the "event" of that song and copy the number, then paste it into the [end] event and add a few to it, is there a reason that wouldn't work?
