problems with opening apache 2.0 on windows XP

Hi, I'm having a major problem. I'm hoping you experts can help me. I'm on step 4 of how to create and play customs songs in guitar hero. I can download Apache 2.0, but I can't open it. What happens is when I attempt to open it the computer screen flashes constantly and goes crazy. I tried opening it with Mozilla Firefox instead of internet explorer and it did the same thing. I tried turning off the firewall briefly to try and it still didn't work. I got the download from PS3 News.com like the guide says. Any suggestions would be very much appreciated as I am stuck! Thank you in advance for any help you can provide.
