So in some guides it says to pick the "song.ini" file, not the "notes.mid", but when I import song.ini into ghex, there are no difficulties? Am I doing something wrong?

Nope. The songs.ini is the right file to import.

Try downloading other FoF songs and import the .ini and see if those work.

I don't know anything about importing songs to GH as I only play FoF, but you're clearly doing it wrong. Song.ini only includes the information like artist, song and charter. I use GHex to convert .chart as .mid, I suppose you're trying to do the opposite, right?

There's nothing you need in GH in song.ini.

I don't know about x360 customs, but with ghex I import the notes.mid and if that doesn't work I open it with feedback to save it as a chart then use that
