No.

No.

How come not? The timing window? I never owned any GHs past GH3.

Even if you're outrageously good at that technique that strums DDUUDDUU, you still will likely not get that section because you still have to fret correctly

However, you have to vibrate strum like you've never vibrate strummed before. Not only do you have to do that, but you have to do it while fretting perfectly, and that's what people usually don't understand. You have to have the strumming down so perfectly that it comes as second nature to you.

The fretting is the main thing you have to focus on. You have to fret flawlessly 11.5 NPS ascending triplets.

Tl;dr: It's going to take a long time before you can get the speed down. Focus on the fretting more than the strumming.

Marbler basically summed it up in his post. While the strumming speed is insane, the many fret changes make it exponentially harder. If the solo was the same speed but just 18 reds, 18 yellows then 18 blues (sorta like trogdor in a way) then maybe rake strumming would have more of an impact.

I'm not super familiar with rake strumming and how consistent people are with it, but I'd say it would only open the door for the FC possibility. The actual FC would still be way way way way off

Raking just doesn't register properly on console due to FPS limitations or something. Otherwise it would actually make the section significantly easier since every burst of each fret comes in an even number. Still fairly difficult but clearly not as much as it currently is. And even if it was in an awkward odd-even alternating fashion, it would be pretty doable since the game's engine is quite lenient with extra inputs in fast sections with switching frets.
