It has to do with the refreshing rate of the console/TV.
Rockband 1 and 2 both have the same issue.

I don't think it's necessarily 'easier' on PAL than it is on NTSC, so much as it is simply just possible on PAL and not so on NTSC. NTSC's refresh rate is too low to register enough strums to hit each note in that sequence without impeding the timing windows of surrounding notes. That is my understanding of it but there are very weird things going on with that song, partly because the speed of the notes is so close to the upper limit of strum speed. It's very possible to miss just one note on NTSC but no one has ever 100%ed or FCed it; yet it is possible to FC the section on Slow (I've done it) but not on any of the other practice speeds (someone check me for that, I read somewhere it can't be done on Slower and I think it's the same with Slowest but that may be incorrect).

Ok, so it definitely is the strum limit. I do have a friend who has combo'd up to the oranges. I have a friend with a modded console I'll try to find a bot for xbox GH2 to see if it's possible but it sucks that i have the NTSC version if it isn't possible because I will never be able to FGFC ;_;
